Made up of foreign volunteers led by French officers, the Legion was rigorously trained and subject to discipline that was almost as harsh as that of the penal battalions. The legionaries were drawn from dozens of different nations, with no questions asked. They were considered expendable, and were regularly used in numerous situations where it would have been politically unacceptable to employ conventional French troops, or where less hardened units could not have survived.
