Herman Schultz was a two-bit crook with a knack for inventing gadgets. While in prison he invented electric powered gloves that could emit powerful shock waves. Once his prison sentence was up he put together a costume, and with the use of his Vibro-shock units he began a crime-spree as the Shocker! Defeated by Spider-Man, Schultz was once again sent to prison where his hatred for the Amazing Süider-Man grew. With every escape or Release from jail The Shocker continues to comit crimes and plague Spider-Man every chance he gets.
